Williams was waived by the Rams on Friday, Gary Klein of the Los Angeles Times reports.
Williams joined the Rams in mid-October but hasn't been active for a game since Week 8 against Green Bay. Aqib Talib (ankle) was activated off injured reserve to take his place on the 53-man roster.
