The Cardinals signed Joseph on Wednesday, Darren Urban of the team's official site reports.
Joseph was cut by the Titans last week after starting six games for the team this year. The 36-year-old struggled in coverage, allowing a 103.7 passer rating and four touchdowns, but the Cardinals won't need to use him as a starter unless there's an injury ahead of him on the depth chart.
